My Commitments to Sarnia/Lambton

Four pillars. Real priorities. A plan for shared prosperity.

Pillar 01

Governance & Community Leadership

  • Strategic Planning: It is important that the elected council form a clear, actionable strategic plan that sets out long-term and short-term priorities for the municipality.
  • Teamwork: I truly enjoy collaborating with people. I can say that most of the good achievements in my life are as part of a team. Working with neighboring municipalities, Indigenous communities, and other partners will be a pleasure. I plan on serving the people of Sarnia/Lambton with dignity and respect. Additionally, I will help foster relations amongst councilors that allows us to function as team "Sarnia/Lambton"
  • Policy Development: Most people would prefer to remove by-laws if it is in the public good, rather than adding them. Creating by-laws does not necessarily result in public good for all. I will certainly make sure we have funds for staff to address community issues such as noise, traffic, property rights, public safety and more.
  • Community Safety and Social Services: I believe that the best start for addressing issues like housing affordability, homelessness, and community safety is to make the community economically prosperous. I will focus on making sure we have funds to provide the best services and facilities.
  • Culture and Art: There is an amazing Art, Music and Cultural community in Sarnia/Lambton. We want to show our gifts, both human and capital to inspire people in the world. I support funding for Arts and Culture with a special emphasize on programs for children.
  • Sports and Entertainment: Having great facilities is what Sarnia/Lambton wants and deserves. Public and Private funded models can be considered. We are Blessed to have the Sarnia Sting, Imperial Theatre, Judith and Norman Alix Art Gallery and so much more. Strategic investments and allocation of capital will allow Sarnia/Lambton become, and stay relevant in Southwestern Ontario.

Community Engagement & Representation

  • Accessible Representation: Commitment to regular county meetings, town halls, and "open-door" policy to hear constituent concerns.
  • Two-Way Communication: Using newsletters, social media, in person social meetings, keep residents informed and gather feedback on key issues.
  • Diversity and Inclusion: We (constituents and myself), want opportunity for all people equally. No more, no less. Truly, that's what everyone wants and knows is fair. I will ensure there is engagement strategies to reach underserved groups, seniors and diverse cultural communities within the county.

Pillar 03

Fiscal Responsibility & Accountability

  • Financial Integrity: Maintaining sustainable property tax rates while delivering an exceptionally great level of essential services.
  • Accountability and Transparency: I will declare any potential conflicts of interest. I support open meetings. I believe a team of councilors dedicated to integrity is important for the city to function and for the image of the community.
  • Effective Decision-Making: I have been trained in the decision-making arena for decades. Making decisions for strategic moves takes courage. I am ready to take on the responsibility for the constituents. I will review staff reports objectively and ensure that decisions are data-driven and transparent. I commit to being as expedient as possible with decisions.

Pillar 04

Key Policy & Service Priorities

  • Land Use Planning and Housing: We have a good official plan in my opinion. There can be some changes but as a whole, the plan is pretty good. The waterfront development plans have merit and we want to fund the official plan. ( I know, too simple right?) We want the official plan implemented in an expeditious manner. We can help by using zoning by-laws and clearing a path for capital to flow to the city. By prioritizing investments according to our strategic and official plan we can create an environment where we can supply housing that meets the needs of everyone in Sarnia/Lambton.
  • Infrastructure and Asset Management: Priority on investing capital into projects that will deliver return on that capital outlay. At the same time ensuring that we are investing in roads, water/wastewater systems, and public facilities, To go even further on that subject, I would like to see Sarnia/Lambton have exceptional services and infrastructure which we can be proud of.
  • Service Delivery Optimization: I want to make sure we have funding for municipal services (e.g., transit, waste management, recreation, policing, fire and ambulance) to ensure they are efficient, cost-effective, and meet community needs. We have some great staff in Sarnia. I want to make the right strategic investments so we can afford to have top-rate facilities and keep the top-rate talent. (I personally will have a special focus on recreation. Let's have some fun and be healthy.)
  • Economic Development: This is where I shine. Release the hounds! Sorry, seriously this is where my focus is. As a general statement my plan is to have conversations at budget meetings where we ask the question. What are we going to do with all the extra money? Seriously. That's what we can be doing in Sarnia/Lambton with the assets we have available. I will be fostering a supportive environment for local businesses and job creation with some key investments into the community.

Why I am choosing to run
for Council.

Thank you for the opportunity to introduce myself. I am the youngest of 4 children. (Real, Claudette and Debb) We all live in Sarnia/Lambton.

We moved here from Quebec in 1975 with our mother, the late Jeannine Coutu. I have a 15 year old daughter who attends St. Francis Exavier High School.

I have always appreciated our community and the wonderful friends am so grateful to have here. I got the entrepreneur bug at an early age ( probably inherited from my late father Reginald Coutu) and have been involved in business in one way or another from an early age.
